A Draft & Goal workflow ingested open data, then cleaned, scored, and reached consensus before generating a report, applied to every amendment over 400 words written between 2025 and 2026. The result: 447 flagged as likely AI-assisted (3.69%) and 170 as highly likely (1.40%), triangulated across three independent detectors.
The real story: Shadow AI
A high score does not mean AI writes the law; it points to AI-assisted drafting and reformulation, while the decision stays human. The bigger issue is Shadow AI, tools used without disclosure, with no clear framework, no standard traceability, and no transparency obligation.
